Bella’s Act (Assembly Bill 2152)

Bella is a corgi who was illegally bred in a puppy mill and sold in a San Diego pet store for thousands of dollars in “adoption fees.” Shortly after arriving home Bella became severely ill and prolonged treatment left her traumatized, causing her family significant heartache and expensive veterinary care to nurse her back to health. No companion animal or pet lover should have to go through this experience, and we are proud to sponsor AB 2152 to ensure that in California no one ever will again.

San Diego Humane Society is sponsoring this bill to prohibit all retail sales of dogs, cats and rabbits in the state. Three of the few remaining pet stores in California that sell puppies are within San Diego Humane Society’s jurisdiction. You may recall AB 485 went into effect on Jan. 1, 2018, with the intent to stop pet sales, but as our Humane Officers attempted to enforce the law, it became clear that loopholes exist for unscrupulous pet store owners to continue shipping puppy mill puppies into our state. The only solution is to ban retail sales and remove the profit incentive.

This new law will still allow reputable pet stores to offer space for shelters and legitimate rescue groups to showcase adoptable animals as well as allow responsible breeders to place animals thoughtfully in homes. The ASPCA, Best Friends Animal Society, the California Animal Welfare Association, Humane Society of the United States, San Francisco SPCA and Companion Animal Protection Society also support Bella’s Act, and we need your support too.
